Set your rules, once.

Give each repair category a budget. Anything routine and inside the number can auto-approve; anything over it, or out of the ordinary, waits for you. No budgets set? Then everything asks first. You're never surprised by a bill you didn't bless.

If it's a real emergency (gas, CO, fire, flooding, electrical), detection is deterministic, not AI guesswork. The tenant is told to call 911 first, and your phone gets an urgent alert immediately.
